Joe Biden did not have a conflict of interest by going to Ukraine. He certainly had the appearance of a conflict of interest, given his son’s involvement with a company under investigation by that prosecutor. But he had no actual conflict.
Biden had no actual conflict because he was not in Ukraine making his own threat nor did he have the power to make a threat of withholding a billion dollars in foreign aid. Instead, Biden was operating under the power of and with the permission of the President of the United States, Barack Obama.
The threat to withhold funds was going to be made. The threat would be made to get that prosecutor fired. All major western powers wanted that prosecutor fired and Barack Obama intended to get it done.
Had Obama not sent Biden, he’d have sent someone else. But Biden was the one who went. Biden should have recused himself. It does look bad. But the point is whether or not the event would have changed if Biden had not gone. It would clearly not have changed. The Obama Administration was absolutely going to threaten to withhold the aid dollars unless the prosecutor was fired and it did not matter who relayed the message.
One last thing — the investigation into that company was not active at the time Biden made the demand in Ukraine.
