In what is billed as an exclusive report, CNN is reporting that the Trump White House is drafting an emergency order that would declare an emergency on the southern border and appropriate $7 billion for a border wall. The report indicates that President Trump has not made up his mind about declaring an emergency and that White House staffers are writing the order in case the president decides to declare an emergency.
The report quotes the draft as saying, “The massive amount of aliens who unlawfully enter the United States each day is a direct threat to the safety and security of our nation and constitutes a national emergency.”
CNN’s source said that the order may pull funding from several government agencies to fund the wall project. The report specifically cited $681 million from Treasury forfeiture funds, $3.6 billion in military construction, $3 billion in Pentagon civil works funds, and $200 million in Department of Homeland Security funds. The wall would be built by the Army Corps of Engineers.
Earlier this month, the president said that he had an “absolute right” to declare a national emergency on the southern border. The claim was met with widespread opposition from both parties.
Despite several large caravans of migrants from Central America over the past year, illegal border crossings are at a 46-year low. The migrant caravans traveled to Tijuana but did not cross the border to San Diego.
President Trump’s advisers are reportedly split on the emergency declaration.
